Do a quick google search Astro, I was reading up on it for you and from what Im reading, plugged in or not just having them in the car is a felony conviction.
If I were you, I would call this number ( (651) 738-1022 - Oakdale PD ) and find out for sure before you get a couple hundred dollar ticket or arrested...
